The 2026 HBF Planning Conference takes place on the 9th September, book your place now for this leading event.

This year has seen Government publish the detail of the draft reformed National Planning Policy Framework (NPPF) with, following the recent consultation period, the final document expected this Summer.

The HBF Planning Conference, which will take place on September 9 2026 at Austin Court, Birmingham, will examine all aspects of the new NPPF as well as looking at progress on other changes to the planning system designed to help deliver new homes.

The conference will include a keynote from MHCLG planning director Manuela Solera-Deuchar.

There will be two specialist expert panels looking at “The impact of planning reform on housing supply” and “The benefits of planning in the face of objection”.

This is a full day conference, approximate timings are 9.00am registration, 10am start and 4.30pm close, followed by a drinks reception. Please note these timings are approximate and are subject to change.

HBF PLANNING PANELS

The impact of planning reform on housing supply - this panel brings together leading voices from the industry, including Zack Simons KC, to explore whether the recent planning policy reforms are starting to help housing supply in England; what are the key successes of the Government’s policy reforms; and what else needs to be done to accelerate housing delivery. The panel brings different experiences to the debate, including large and SME housebuilders alongside a preeminent planning consultant in order to give a range of perspectives on one of the biggest challenges this Government faces.

Panellists include: Landmark Chambers, Lichfields, Vistry and Backhouse Housing

The benefits of planning in the face of objection – achieving a planning permission is so often about battling against objectors .This panel will explore what can be done to turn the tables and create a more positive planning discourse to ease the path to securing an approval. The panel will discuss what more developers and local authorities should be doing to celebrate the benefits that development can bring to communities, and how hard to reach groups can be engaged in the process.
