Anna Lucas

Anna is a Principal Consultant with the Planning Advisory Service (PAS), having joined in July 2025. She has led on environmental projects relating to protected sites and nutrient neutrality, and now leads PAS support for authorities preparing local plans under the new plan-making system.

Anna has 20 years’ experience in local government, most recently managing a planning policy team at a Hampshire authority. She has led policy development across a wide range of planning topics. She draws on this experience to support local authorities as they navigate a significant period of planning reform, helping to drive effective plan-making and wider public sector improvement.
