HCA appoints new boss

<p>Andy Rose has been appointed permanent chief executive of the Homes and Communities Agency.<br> Rose has a strong background in infrastructure finance and years of commercial experience. He is currently a partner at AgFe, a specialist European debt adviser and asset manager. <br> The new ceo has amassed more than 20 years’ experience in both the public and private sector. He was previously ceo of Treasury body Infrastructure UK. Here he created and initially led the Infrastructure Finance Unit which was established to lend directly to infrastructure projects.<br> Before this, he was an executive board member of Partnerships UK plc, owned by both the public and private sectors, charged with supporting the delivery of key infrastructure projects sponsored by the public sector.<br> Rose also worked as md for infrastructure business at Canadian Imperial Bank of Commerce’s investment banking division in Europe.<br> He said: “The HCA has an enviable reputation built on strong commercial, social and regulatory expertise, and above all a track record of delivery. <br> “It is clear that continued delivery in the sector depends on the ever closer integration of the public and private sectors, and with my experience of both I am extremely excited by the opportunity …
