Brown’s housing vision needs land supply boost for success

The prime minister’s ambitious vision for three million new homes by 2020, contained in the housing green paper and a draft legislative agenda, will need to be backed by a range of practical short term measures to boost land supply, the industry has claimed. Both the private and social sectors have welcomed the thrust of Gordon Brown’s “2020 vision” for boosting supply and easing the affordability crisis. <br><br>Particular proposals, including putting the planning gain supplement on ice, incentivising local authorities who accept more homes in their areas and penalising those who refuse to bring forward an adequate 15- year supply of developable sites have found particular support among developers. Moves to bring forward surplus government land for affordable homes and to encourage new large scale council housebuilding programmes through publicprivate partnerships are also much needed. These have been backed by significant funding – the latter to the tune of £8 billion, which will be released through the forthcoming comprehensive spending review. But while the strategy is bold, immediate steps are urgently needed to boost the supply of land coming through the planning system for development, since many of these strategic measures will take years to impact on the housing crisis. …
