Tom Dobrashian

Tom heads up the EC Harris regeneration team across the North of England, working with public and private sector clients to create and deliver commercially viable schemes with community benefits.  Tom's background as a management consultant is ideally suited to his role of assessing client needs and delivering integrated solutions that create value for our clients.
EC Harris's regeneration team is managing the delivery of a large number of assignments from the formative stages of master planning to the realisation of commercial and residential property schemes.  Recent work includes assessing and developing plans to increase economic development for various local authorities, advising public sector bodies on how to maximise value and regeneration outcomes from a strategic asset management approach, assessing the options for social housing estate renewal, leading regeneration bids for private sector clients and managing the creation of effective public private partnerships.
Prior to joining EC Harris, Tom was the Commercial Director of Elevate, the housing market pathfinder in East Lancashire, where he was responsible for the financial, development and procurement functions of the organisation.   He led master planning work, the appointment of private sector developers and RSL partners, reviewing development appraisals, and liaising with English Partnerships and the Regional Development Agency.  One of his key roles was to lead the partnership area delivery teams, where he successfully integrated strong operational teams from the public and private sectors.  Tom joined Elevate from Mowlem Plc where, as Corporate Development Director, he led significant bids to the private and public sectors, and was responsible for corporate acquisitions and strategy development.
