Grant Butterworth has work in city planning since 1987, starting in inner city regeneration work following the 80’s riots in Nottingham. He led city centre and transport capital programme teams delivering a wide range of major schemes and led to the adoption of the Greater Nottingham Aligned Core Strategies following the Government’s dismantling of strategic planning. He was Head of Planning at Liverpool and subsequently has led the Planning service at Leicester City Council for the last 10 years where he has sought to deliver positive place making. Much of this time has been spent trying to progress a local plan through ongoing challenges of changing Government policy including the negotiation of almost half the Plan requirement through an unmet need agreement with Leicestershire districts. He is currently looking forward to the re-introduction of strategic planning proposed in the Planning and Infrastructure Bill albeit with some trepidation
