Frances Kirwan

Deputy Director, Technical Policy Division, Building Safety Portfolio, MHCLG

Frances is Deputy Director for Technical Policy in the Ministry of Housing, Communities and Local Government.  She leads a team of technical experts covering all aspects of the Building Regulations.  Before that, Frances was Principal Private Secretary to the Permanent Secretary for three years, and has led work in MHCLG on planning, local economic growth and community policy.  She has also worked in Defra, and her background is in environmental consulting.
