Emily Bulman is a Director at Ofwat, the economic regulator of the water sector in England and Wales. Emily has responsibility for Ofwat’s charging rules, with which water companies have to comply when setting charges for their developer services. She is also responsible for promoting the effective functioning of markets in developer services, particularly for self-lay providers (SLPs) and new appointees (“NAVs”). Prior to joining Ofwat in 2018, Emily worked for the rail regulator ORR.
