Assistant Director for Housing, Infrastructure, Planning and Assets, Sheffield City Region Mayoral Combined Authority

Colin Blackburn is the Assistant Director for Housing, Infrastructure, Planning and Assets at the Sheffield City Region (SCR) Mayoral Combined Authority.  He is part of the Executive that also serves the SCR Mayor and the SCR Local Enterprise Partnership.  His responsibilities include supporting new capital housing, commercial and retail schemes for investment; developing strategic policy and investment approaches covering housing, digital, energy, flooding and other infrastructure; working with Local Planning Authorities to align planning policy and delivery; and leading on Strategic Asset Management of the MCA Group estate.

Colin graduated in 1996 with a Masters Degree in Town and Regional Planning from the University of Sheffield.  He spent 5 years working on Structure Plans in both East Riding of Yorkshire Council and Hull City Council, followed by 5 years at the North East Assembly where he led on the preparation of the North East Regional Spatial Strategy, taking it through the Examination in Public.  This was followed by 11 years working for Leeds City Council and the West Yorkshire Combined Authority as the Leeds City Region Head of Infrastructure and Investment.

Colin is a keen runner and mountain biker, and has more recently taken up the addiction of road biking, in between performing his taxi service role for his two daughters.
