<p><strong>Planning policy statement three (PPS3)</strong></p> <p>Fears that planning policy statement three (PPS3) will allow local authorities to dictate the size, type, affordability and density of developments, persist in the housebuilding industry. PPS3 sets out national planning policies for housing, which regional planning bodies and local authorities should take into account when developing regional spatial and local development frameworks. The document is due to be published before Christmas. Speaking at Housebuilding 2006’s Housing Market Intelligence conference, housing minister Yvette Cooper said: “Planning must do what the markets won’t do. We have to ensure that we have more housing coming forward, and put more emphasis on mixed communities and high quality design.” HBF head of planning Andrew Whitaker described Cooper’s comments as “worrying.”He added: “We know the delay in PPS3 is due to this decision on whether to control mix through planning.” It is expected that consultation on a planning policy statement on climate change will be launched alongside the publication of PPS3.
