&amp;• A First Time Buyer's Initiative aimed at helping 80,000 people into home ownership by 2010 <p></p><p>&amp;• A competition to build a home for £60,000 </p><p>&amp;• Changes to the planning system aimed at providing more affordable housing for key workers and young families in rural areas </p><p>&amp;• Continued investment in the four Growth Areas </p><p>&amp;• New powers to protect the green belt, requiring development to be referred to the secretary of state </p><p>&amp;• Introducing a code to create more sustainable buildings </p><p>&amp;• Extending the £1.2 billion Pathfinder programme in the North and Midlands by £65 million to cover Tees Valley, West Cumbria and West Yorkshire </p><p>&amp;• A new PPG3 to help local authorities allocate sites for affordable housing in rural communities</p>
