Building Regulations Part F and L consultations <br> <br> On June 18, Communities and Local Government (CLG) published the long awaited consultation paper on proposed changes to Building Regulations Part F (ventilation) and L (conservation of fuel and power). The consultation period for the paper will last three months. The two parts have been combined for consultation as increased energy efficiency standards are likely to lead to more airtight buildings and the need for improved ventilation, CLG explained. Proposed changes to Part F accordingly focus on adequate means of ventilation, whilst the Part L consultation looks to change regulations and technical guidance to improve the energy efficiency of new buildings as well as compliance and performance. Dave Mitchell, HBF’s technical director, said that the Federation would be establishing working groups to formulate a response to government. He commented: “On first view, there are no big surprises to the consultation – there is a proposed 25% improvement on carbon emissions for buildings within Part L over current regulations as was expected. But the document still needs to be read carefully – the 2010 regulations are the first stepping stone to 2016 and zero carbon. It’s also a very lengthy document.” What …
