Scrap "one-in-two-out" to help homebuilding: Challenge Panel

The government’s “one-in-two-out” approach to regulation should be scrapped if it hinders the delivery of new homes, according to planning consultant Paul Watson.<br><br>Giving the Challenge Panel’s response to the Housing Standards Review, currently under consultation until October 22, panel member Watson said that in improving the system of Building Regulations and rationalising local standards, the focus should be on the needs of the housebuilding industry and home owners.<br><br>“If the one-in-two-out policy is based on inaccurate costings, then that is a problem,” he said. “This is about housing people in the future. If the current system doesn’t offer ways of speeding up processes and doesn’t encourage innovation, then change the system.”<br><br>Fellow Challenge Panel member and PRP chairman Andy von Bradsky, said that the implementation of the new regulatory framework following the consultation was key: “This is a once in a generation opportunity to make a difference to new homes.”<br><br> For more on the Housing Standards Review consultation see Key Issues page 26
