Permissions “nosedive” as nutrient neutrality blocks 145,000 homes – HBF

<p><span>Planning permissions are continuing to “nosedive to new record lows”, according to the Home Builders Federation’s latest Housing Pipeline report, with other figures showing that the nutrient neutrality issue is blocking the delivery of more than 145,000 new homes.</span></p><p><span><a href="https://homebuildersfed.sharepoint.com/sites/HouseMedia/Shared%20Documents/HBPUsers/Suzie%20Mayes/My%20features/2023/June/The%20HBF%20Housing%20Pipeline%20report%20for%20Q1%202023"></a><a href="http://www.hbf.co.uk/news/housing-pipeline-report-q1-2023-report-published-july-2023">The HBF Housing Pipeline report for Q1 2023,</a> based on data from Glenigan, shows the lowest quarterly figure for permissions for housing projects on record at 3,037 projects, 20% down on the previous year and 11% lower than Q4 2022. During 2022, HBF said, the number of projects approved had already fallen to its lowest level since the dataset began in 2006.</span></p><p><span>HBF’s latest report also reveals that the number of units approved during Q1 2023 dropped 24% against Q1 2022 and was 17% down on Q4 2022. England saw its lowest Q1 figure for the number of new homes approved since 2014.</span></p><p><span>And the greatest drop in permissions was recorded for affordable housing-led schemes and small sites, 41% down for the former against Q1 2022 and the latter experiencing its lowest number of approvals since the dataset commenced.</span></p><p><span>The pipeline data comes upon the fourth anniversary of Natural England’s first moratorium on housebuilding in an attempt to resolve high phosphate and nitrate …
