Part L debacle sees developers “shopping around” for approvals

<p>Developers are reportedly “shopping around” for easy approvals under Part L of the Building Regulations as regulatory bodies struggle to get up to speed with changes introduced in April. “There are some inconsistencies between how different regulatory authorities, such as the NHBC, are interpreting the regulations and transition procedures and I’m aware that some companies have shopped around when choosing where to get approval,” Midas Homes’ technical director Graham Hutton told Housebuilder. “It’s a side effect of poor implementation: if the transition provisions were clearer the industry could have been doing the right thing.” </p> <p>Linden Homes’ technical director David Curtis says there are still many “grey areas” in Part L. “We get queries from NHBC and local authority building inspectors who are not entirely clear, and we have to work together to come up with a view.” </p> <p>“We have to try and assemble the snippets of information we get from different assessment bodies,” reported Robin Bevan of Kent-based Asprey Homes. “There doesn’t seem to be any consistency.” Paul Everall of Local Authority Building Control (LABC) said the situation was entirely predictable considering the way the regulations were rushed in. “Not everyone is up to speed with the changes …
