<p>New minister for communities and local government, Ruth Kelly, has promised to focus on boosting housebuilding and help for first time buyers as she takes the helm at the Department for Communities and Local Government – formerly known as the Office of the Deputy Prime Minister (ODPM). </p> <p>Kelly has joined the department alongside junior ministers Angela Smith and Meg Munn, and minister for local government and community cohesion, Phil Woolas. The changes have arisen from a cabinet reshuffle, which has seen both deputy prime minister John Prescott and former communities minister David Miliband moved on, while housing and planning minister Yvette Cooper has maintained her portfolio.</p>
