He&’ll reform the planning system to make it efficient and effective, in return the industry will build well-designed homes to PPG3 standards. Ben Roskrow talks to the new planning minister about how he intends to keep his side of the deal</b></b><br><b>Within moments of sitting down to interview Lord Falconer I became acutely aware that our new housing and planning minister seems to have an unfortunate nervous twitch. Intermittently his right arm shoots up in the air and waves frantically for a moment, before returning to its normal resting position and continuing its task of helping to illustrate another important point.</b><br><b>After the third instance of frantic waving, the urge to turn around to see which of his many acolytes were ignoring the call of their boss became too great. My distraction prompted the minister to explain that he had to wave his arms about because the lights in the office switched themselves off automatically if they did not detect movement.
