Levelling Up Committee launches NPPF inquiry

<p><span>The Levelling Up, Housing and Communities (LUHC) Committee has launched an inquiry into the government’s consultation on changes to the National Planning Policy Framework (NPPF) and wider approach to planning reform.</span></p> <p><span>The group of MPs is set to examine the NPPF’s proposals, planned National Development Management Policies (</span><span>NDMPs)</span><span> and other planning reform proposals from the Levelling Up and Regeneration Bill. </span></p> <p><span>It will invite views from planning, local authority and housing stakeholders, with the scrutiny process likely to start with an evidence session which will take place after the deadline for the NPPF consultation has passed on March 2.</span></p> <p><span>The proposed changes to the NPPF have proved controversial, with HBF’s executive chairman Stewart Baseley stating that they “<a href="http://www.house-builder.co.uk/news/nimbies-may-hold-tiller-voters-need-new-homes">threatened to make [the 300,000 homes a year target] impossible</a> to deliver and instead would result in a reversal of the supply increases the industry has delivered over the past decade”. </span></p> <p><span>Proposals include removing the need for local authorities with an up-to-date local plan to continually demonstrate a deliverable five-year housing land supply, and making the standard method for local housing need an advisory starting point instead of mandatory.</span></p> <p><span>Clive Betts, chair of the LUHC Committee, said</span><span>: </span><span>“The government’s consultation on …
