Hill announces planning obligations reform prior to 2006 tariff introduction

<br>Housebuilders desperate to see the government make progress in reforming the planning obligations system, which presently involves lengthy and unpredictable section 106 negotiations, can look forward to the introduction of the tariff alternative set out in the Planning and Compulsory Purchase Act. But since the tariff system is not due to be implemented until 2006, government has recognised the need to reform the existing system in the interim. <p></p><p>Housing minister Keith Hill has announced that a revised draft circular on negotiated s106 agreements will be published before next spring. In addition, the chancellor is due to announce his conclusions on Kate Barker's recommendation for the introduction of a planning gain supplement at the end of the year.</p>
