Andy Rose has been appointed chief executive of the Homes and Communities Agency from April 15.<br> <br> Rose has a background in infrastructure finance and is currently a partner at Ag Fe, a specialist European debt adviser and asset manager. He has more than 20 years’ experience in both the public and private sector and was ceo of Treasury body Infrastructure UK.
