<b></b><b>Duncan dared </b><br> Although the Conservative leadership election is far from compelling, housebuilders may be taking a closer interest than most - for the winner could well emerge from within their own ranks. <p></p><p>Iain Duncan Smith, a front runner from the start because he looks &amp;"normal&amp;" and has a family, apparently gained high office at Bellwinch in the early 80s. </p><p>That, however, may be the end of the good news. For Duncan Smith soon found himself in such a furious bust-up with the rest of the Bellwinch board that he stormed home to his wife and announced that &amp;"the wheels have fallen off&amp;". The late Ray Davies later rescued Bellwinch, and the incident is frequently referred to as &amp;"a brief downfall&amp;" in Duncan Smith's otherwise glittering career.</p><p> If he eventually becomes Premier, therefore, the scrapping of PPG3 might not be top of Duncan Smith's list for action in week one. </p><p>But at least Tory housing policy under a new Chingford skinhead might be seen in the round as something more than &amp;"absolutely b... useless,&amp;" which was Roger Humber's verdict on the hapless Archie Norman's homework just before the June massacre. </p><p><b><b>Swashbuckling Wicks</b></b><br> With Fairbriar becoming the latest housebuilder to grow …
