Government publishes new planning framework

<p>Planning minister Greg Clark has announced the publication of the National Planning Policy Framework, designed to simplify the complex planning system and boost growth.</p> <p>The NPPF includes a presumption in favour of sustainable development and a brownfield first policy. The document gives local authorities control over their housing plans - those authorities that have an up to date local plan in place will be able to use them for a year. For those that do not, the NPPF will come into force today.</p> <p>The Home Builders Federation welcomed the document as "a sound basis for a more pro-growth planning system" that could "support a desperately needed increase in housebuilding".</p> <p>But it said its success would depend on both its interpretation by local authorities and how central government ensures it delivers more homes.</p> <p>HBF executive chairman Stewart Baseley said that the proposals are sensible and they will balance the housing needs of the community with environmental considerations. "We now need to see the policies implemented quickly. The new planning system transfers power to local authorities for development in their areas.
