Draft PPS3 gives local authorities greater control on individual sites

The government's new draft planning policy statement 3 (PPS3) gives local authorities greater power to dictate the form of development to be built on strategic sites. Section 35 of the policy, which was launched alongside the chancellor's pre-Budget report, states: "A design code may be developed for specific allocated sites or areas indicated for development in the core [housing] strategy." This appears to realise developers' fears that the new housing policy will restrict their freedom to respond to market demands on any given site. The fact that the document also specifies that local authorities planning at site level should seek "a broad mix of housing suitable for different household types," is likely to add to the industry's concerns over the government exerting greater control over its operations. On the positive side, the draft PPS3 includes recommendations first touted by government earlier in the year, for local authorities to draw up five year land supply plans, which meet the objectives of regional housing needs assessments, which are to be drawn up in consultation with developers and other stakeholders.
