Community infrastructure levy

On August 5, CLG published a second policy document on their proposals for the community infrastructure levy (CIL) to be introduced in England and Wales via the planning Bill which is progressing to committee stage at the House of Lords. CIL will be a charge that local authorities can choose to place on most types of development in their area, the level of the charge depending on the size and nature of the development. The proposal has been controversial. CLG’s policy document provides more detail on how CIL will be set, paid and spent. Some proposals include:<br><br>The definition of infrastructure in a CIL context to be wide enough to allow local authorities to determine what infrastructure is suitable for its local needs.<br><br>Authorities who prepare development plans to have the power to place the charge.<br><br>Authorities who prepare development plans to have the power to place the charge.<br><br>Payment of CIL to be required within a fixed time from commencement.<br><br>The government to work with organisations to ensure that staff possess the necessary skills to implement CIL.<br><br>NEXT KEY DATE: The planning Bill, of which CIL is part, is awaiting Lords committee stage, commencing on October 6
