<p>Labour leader Ed Miliband has appointed Hilary Benn as shadow communities and local government secretary, replacing Caroline Flint who moves to energy and climate change.</p> <p>Mary Creagh remains as environment secretary and the senior positions are also unchanged - Ed Balls, shadow chancellor; Yvette Cooper, shadow home secretary; and Douglas Alexander shadow foreign secretary.</p>
