APPG launches inquiry into developer contributions system

<p>The All-Party Parliamentary Group (APPG) on Housing and Planning has launched an inquiry into England’s developer contributions system.</p> <p><span>As part of the inquiry, the parliamentarians are calling upon local government, housebuilders, social and affordable housing providers and others, including academics and charities, to submit evidence on the government’s proposed Infrastructure Levy.</span><br/></p><p></p> <p><span>Ministers are proposing the levy as a replacement to the current contributions system of Section 106 (S106) and the Community Infrastructure levy (CIL). </span><a href="http://www.house-builder.co.uk/news/hbf-joins-calls-scrap-infrastructure-levy">But organisations including the Home Builders Federation have expressed their concern over the government’s proposals</a><span>, pointing out that the proposed Infrastructure Levy could reduce funding available for affordable and social rent homes.</span><br/></p><p></p> <p><span>The APPG said it hoped its work would help inform the “nature of responses” submitted to the technical consultation on the levy, which closed on June 9.</span><br/></p><p></p> <p><span>The APPG’s inquiry will also investigate the “current opportunities and challenges” facing the developer contributions system, with the group drawing evidence from the experiences of organisations using S106 and CIL. It will explore proposals to improve existing S106 and CIL mechanisms.</span><br/></p><p></p> <p><span>Following the inquiry, the APPG will make recommendations to government “on the future direction of its planning reforms”.</span><br/></p><p></p> <p><span>The deadline for submissions to the inquiry …
