Zero Carbon, Part F and Part L - The cost and impact on housebuilders
Speakers at the Zero carbon, Part F and Part L conference gave details of the likely content of the Part F and L consultations, but stressed that at the time of speaking, the consultations had not been published and their information was not official.
Paul DeCort of Communities and Local Government (CLG) said that improving compliance within Part L was a likely consideration, namely the connection between design and the dwelling emission rate (DTER) and target emission rate (TER) specifications of a new home.
Elsewhere in the conference, Austin Baggett and Dyfrig Hughes of NHER, gave details of the consultation on draft SAP methodology - SAP software will follow the consultations for Parts F and L.
The morning session included the results of the zero carbon consultation presented by Rob Pannell of the Zero Carbon Hub, and the HBF’s Dave Mitchell’s presentation on the burden of regulation.
