HBF Technical Conference

This conference focused on government driving the zero carbon agenda thorough Building Regulations. A range of expert speakers gave updates on the progress that has been made.

Chaired by Dave Mitchell of the HBF, the morning session saw Ted King from the CLG give a background into Building Regulations and where the industry is now, followed by Dave Mitchell’s HBF overview of the difficulties facing the road to zero carbon within Building Regulations and what can be done to lessen the burdens. John Tebbit of the Construction Products Association gave a manufacturer’s view, whilst the NHBC’s Neil Cooper explained the role and opinion of the regulator. Before the Q&A answer prior to lunch, Mat Colmer from the Energy Savings Trust explained the role his company plays in meeting the Code for Sustainable Homes.

The afternoon was given over to Stamford Brook, the zero carbon project, and to what extent it had achieved its aims. Joe Isle from Taylor Wimpey gave a summary, with Dr Jez Wingfield examining hidden heat loss mechanisms within the dwellings. Dominic Miles Shenton demonstrated how the project achieved air permeability below 3m3/(m2.h), before Professor Malcolm Bell rounded off the session with a look at the implications for low and zero carbon housing as the industry heads towards 2016. Wingfield, Shenton and Bell are all from Leeds Metropolitan University.

Before the conference’s close, delegates were invited to put questions to the Stamford Brook team.

David Mitchell said: “The burden of zero carbon within Building Regulations becomes greater every year. Government needs to iron out problem areas so that we stand a chance of making the 2016 target.”
