HBF LIVE EVENTS - ONLINE FOR 2020

Planning for the future

The HBF Planning Conference, this year held virtually, brought together experts from the field to discuss planning at a time of change, with the government’s wholesale reforms to the planning system and other challenges. The event was chaired by HBF’s planning director Andrew Whitaker and sponsored by BECG.

 

Joanna Averley, MHCLG’s chief planner, highlighted aspects of the planning white paper - including land zoning, community engagement and the Infrastructure Levy – and strongly encouraged the industry to participate in the consultation which signalled “a full system reform”.

 

Andy von Bradsky, MHCLG’s head of architecture, explored the design aspects of the government’s plans, including the upcoming National Model Design Code.

 

Continuing the design theme, David Birkbeck, ceo of Design for Homes, looked at the new Building for a Healthy Life - the successor to Building for Life - and its new emphasis on creating good neighbourhoods.

 

Graham Stallwood, director of operations at the Planning Inspectorate, and Sarah Wardle, BECG’s associate director, concentrated on the digitisation of planning, accelerated by the coronavirus pandemic.

 

Stallwood explained how the Planning Inspectorate had adapted during the crisis and looked ahead to appeals in a digital world. Meanwhile, Wardle addressed the effectiveness of online community engagement.

 

And Peter Goatley, QC at No.5 Chambers, offered a legal update, while acknowledging that “we’re dealing with a digital world”.
