John Palmer

John leads the Building Performance division within DLUHC which is responsible for the policy aspects of Building Regulations and, in particular, delivering the Future Homes and Buildings Standards. The division also manages the Energy Performance of Buildings framework which includes the assessor schemes, the EPC register and supporting legislation.

Prior to working in government, John’s experience included various aspects of sustainable construction, eventually specialising in Passivhaus. An engineer by background, John’s approach to leading technical teams was forged by an early career in the Royal Navy
